Papel Picado is the Traditional Mexican Folk Art of Paper Cutting
This example was evidently cut entirely with scissors. You can tell because all
of the cut-out shapes are symmetrical about fold-lines. Can you figure out how
many different places the paper had to be folded and un-folded? Making elaborate
Mexican-style papel picado with scissors actually requires more skill, care and
planning than using a razor-knife or punches.
